"The incident reported in NE Salem of five children being attacked by a pack of roving dogs highlights the utter neglect of the safety of our neighborhoods by both the city and county elected officials.

Over a year ago while walking my dog, I was attacked by two dogs allowed to run free. My dog was injured and required veterinary treatment. The city police refused to come out to investigate, to contact the owners and make sure the neighborhood was safe. The city council representative and mayor said it was a county matter and none of their concern. The county dog control did not make contact with the dog's owner for a week. Eventually a hearing took place and some action happened.

But laws that allow dogs to be unrestrained and attack children, the underfunding of enforcement and the entire lack of concern for our children and neighborhoods from the threat of dog attack by our city and county government is appalling.
