Oregon Bicyclist in Serious Condition After Loose Dog Encounter
Dog Owner Previously Ordered to Install FencePolk County, OR - Oregon counties continue to deal with the threat of loose dogs and laws not tough enough to penalize dog owners. A citizen from Marion County recently
wrote to a paper identifying the problem. His editorial came in response to a group of
loose dogs that attacked children walking home from school.
The latest incident involves a 63-year old bicyclist. Police said Jim Nice was riding with his friend, William Hulling, 58, when a dog owned by Matthew Rice, 24, ran toward him. Nice struck the dog in defence and crashed his bike. Police said he was thrown over the handle bars and landed on pavement, striking his head.
Nice was airlifted by a Life Flight helicopter to OHSU hospital. Nice was wearing a helmet, yet sustained serious head injuries. The dog,
a boxer mix, was cited last month after it chased a woman on a bicycle. Authorities issued Rice a warning for having a loose, unlicensed dog. Since then, the owner has licensed the animal and purchased a fence.
