Class D Felony in Arkansas for Killing or Injuring a Service Animal

Pit Bull Owner Arrested
El Dorado, AR - Weeks after a pit bull attacked a guide dog owned by a blind woman, police have finally arrested the pit bull's 17-year old owner. The arrest came after the blind woman, Sophia Howard, worked for a month to get El Dorado authorities to take proper action. The guide dog sustained face and neck injuries and had an infected wound. Witnesses say the boy enabled the attack and allowed it to continue.

Sophia Howard went before the El Dorado City Council on Thursday, April 9, 2009 and pointed out an Arkansas law that makes it a felony to purposely kill or injure a service animal. She asked council members for stricter enforcement of the law. Apparently, police officials did not know about the felony law, or had confusion about it following the attack. Police did not release the pit bull owner's name because of his age.
Arkansas Code
20-14-304: Right to be accompanied by service animal -- Penalty and restitution for killing or injuring a service animal or search and rescue dog.

(d) Any person who without just cause purposely kills or injures any service animal described in this section or any search and rescue dog is guilty of a Class D felony.

(e) Any person who kills or injures any service animal described in this section or any search and rescue dog shall make restitution to the owner of the animal.

So do some El Dorado authorities breed them some fighting dogs?

Why would authorities work so hard to protect criminals?

Arkansas is a big dog fighting and breeding state, and even some of the cops, mayors, firefighters, teachers, and judges in that state have been found to be engaged in pit bulls and dog fighting.

"Get ready folks...
With the $32 million tax earmarked for economic development, El Dorado is going to be the trailer-park capital of the world.
The multipurpose building will eat up half of it and the rest...well, start thinking of names for the trailer parks.
I wanna move my triple-wide in Boomtown Heights. My 13 kids can go to college free and I can live the good life as long as I have cable TV. "

Southern Arkansas is a crap hole. I ought to know. I lived there long enough to experience it first hand. The cops are ignorant and lazy, and a lot of them are as thuggish as the criminals. It's not surprising they were ignorant of the law. What is surprising is that they can read at all.

The net drain on society continues...This was not a phony Pit Bull PR Service dog but a bona fide Sight dog which took over a year of training and tens of thousands of dollars to deliver to theis blind woman.

Continuing to breed dogs with explosive animal aggression is amoral and unsafe!

And in this case, punishable by a D Felony. The kid's a minor though. Doubt he'll be sufficiently punished and I KNOW he will be unable to pay restitution.
